Estimation of Actual Gate Out Time
Actual or Estimated Wheels Off Time minus median Taxi Out Time by Airport by Carrier by Day by Hour (obtained from all Flights with OOOI Data).
Estimation of Actual Gate In Time
Actual or Estimated Wheels On Time plus median Taxi In Time by Airport by Carrier by Day by Hour (obtained from all Flights with OOOI Data).
Estimation of Actual Wheels Off Time
The median difference between the DZ message and Actual Wheels Off is computed by airport, by day for records that contain both of those pieces of data. This value is designated as the Gap DZ. The Gap DZ is subtracted from the DZ time for all flights that do not contain OOOI Data to obtain an estimated Actual Wheels Off time.
Estimation of Actual Wheels On Time
The median difference between the AZ message and Actual Wheels On time is computed by airport, by day for records that contain both of these pieces of data. This value is designated the Gap AZ. The Gap AZ is added to the AZ message time for all flights that do not contain OOOI Data to obtain an estimated Actual Wheels On time.
Estimation of Average Taxi Out Time and Average Taxi In Time
For records that do not contain OOOI Data, median observed Taxi Out Times and Taxi In Times (by airport by carrier, by day, by hour) are substituted. These values are also used for developing estimates of Wheels Off Time and Wheels On Time for records that do not contain OOOI Data.
Estimation of Unimpeded Taxi In Time
This number is estimated by calendar year for each carrier and airport reporting OOOI times through ASQP, ARINC, and (starting FY15) TFMS, based on analysis of taxi times under low traffic conditions.
Estimation of Unimpeded Taxi Out Time
This number is estimated by calendar year and season for each carrier and airport reporting OOOI times through ASQP, ARINC, and (starting FY15) TFMS, based on analysis of taxi times under low traffic conditions.
